
Families whose children do not attend school may be deprived of benefits
It is proposed to deprive families receiving benefits who refuse to send their children to school. This was stated by Artak Poghosyan, the director of the National Center for Educational Technologies (NCET).
According to Poghosyan, this is a method applied in international practice.
Ensuring the education of children who are out of school is not the responsibility of one ministry or department; it is a problem for the state and everyone. To address this issue, various practices are applied around the world, including what is referred to as the «punitive» method. For example, when a family is a beneficiary and the state provides financial support to ensure the basic rights of the family members, education is a fundamental right, in other words, the state allocates this money also to cover the needs of sending the child to school, thus addressing the child’s social issues. However, if the family continues to neglect this responsibility, the child does not attend school and is not engaged in education, the state will suspend the benefit. Once the child attends school consistently for several months, the state will restore the family’s benefits.
Poghosyan also mentioned that the proposal for the project has been sent to the Ministry of Labor and Social Affairs. During the last discussion, the proposal was approved.
