
Armenia to Have a New Constitution by the 2026 Parliamentary Elections
During an annual press conference, Minister of Justice Srbuhi Galyan announced that the ministry aims to draft a new Constitution by the time of the 2026 parliamentary elections.
In the context of the peace treaty, Azerbaijan’s President Ilham Aliyev has often stated that the treaty will only be signed if Armenia adopts a new Constitution. According to Baku’s interpretation, Armenia’s current Constitution contains territorial claims, particularly referencing the Declaration of Independence adopted in 1990. Aliyev has pointed out that the territorial claims within Armenia’s Constitution are the main obstacle to signing the peace treaty with Azerbaijan.
Despite these claims, Galyan emphasized that the current Constitution poses no hindrance to the peace process with Azerbaijan. She noted that discussions about constitutional amendments in Armenia began after the 2018 revolution.
The Minister highlighted the transparency of the process, assuring that there are no plans to keep it secret or behind closed doors. Once the commission resumes its work, regular updates will be provided.
The minister also underscored the importance of involving civil society in drafting the new Constitution to ensure inclusivity in the process.
