Investigation into material inducement of rally participants concluded

The Yerevan City Investigative Department of the Investigative Committee has concluded the investigation into the case of providing material inducement to several individuals to ensure large-scale participation in the rally supporting Samvel Karapetyan on October 18, 2025.

According to information obtained during the preliminary investigation, at the initiative of N.T., an associate of S.K., Yerevan resident B.S. organized the participation of 9 individuals in the rally by promising each 10,000 AMD. Subsequently, B.S. paid the promised amount to each of the individuals involved.

The criminal proceedings against B.S. have been sent to the supervising prosecutor with an indictment, while the preliminary investigation regarding N.T. is ongoing.

It is worth recalling that during the preliminary investigation, data were also obtained indicating that a group of individuals had materially induced others to participate in the gathering supporting S.K. Criminal prosecution was initiated against G.S. under Part 2 of Article 236 of the Criminal Code, which pertains to obstructing or compelling the holding of or participation in a gathering, as well as providing material inducement for participation or refusal to participate. B.S. and H.M. were charged with aiding and abetting under Part 2 of the same article. Detention was applied as a preventive measure against H.M.

The RA Investigative Committee warns that such actions entail criminal liability, with a maximum penalty of three years of imprisonment. It is noted that numerous such cases have been recorded recently; therefore, the law enforcement agency urges citizens to exhibit law-abiding behavior and refrain from such criminal manifestations.
