Pension Assignment Procedures Simplified in the Republic of Armenia; Law Affects Those Displaced from Artsakh
Pension assignment procedures have been simplified in Armenia, which will also be applied to individuals forcibly displaced from Artsakh. Anahit Galstyan, Head of the Department of Pension Provision and Other Monetary Payments at the Ministry of Labor and Social Affairs of the Republic of Armenia, announced this during a press conference.
According to Galstyan, the process of confirming the period of employment in Artsakh has been simplified, particularly in terms of document preparation.
While databases regarding the employment period within the territory of the Republic of Armenia may be missing or incomplete, in the case of Artsakh, they have simply not been preserved. The period of employment in Artsakh until 2013 will be calculated for seniority exclusively based on the entries in work books. That is, there must be a document indicating the date when the person was hired and the date when they were dismissed.
Referring to military pensions, Galstyan noted that they will no longer be assigned based on seniority acquired in the Russian Federation (RF) and Ukraine.
Armenia relies on agreements concluded between CIS countries for military pensions, but Russia and Ukraine have withdrawn from those agreements. “Now, if a person moves to Armenia and submits data regarding their service, we will not assign a pension for that seniority,” she noted.
The military service seniority acquired in the territory of the USSR, according to Galstyan, will be valid under the procedure established by the legislation of the Republic of Armenia.
According to data from the Migration and Citizenship Service of the Ministry of Internal Affairs of the Republic of Armenia, 115,365 people have been forcibly displaced from Artsakh since September 2023. As of October 30, 2025, 21,916 displaced persons have applied for citizenship, of whom 14,064 have already received citizenship.
