Bribes for Construction Permits

An official of the community administration (municipality) in Ararat Province received bribes to facilitate the process of issuing construction permits. According to the preliminary investigation data by the Anti-Corruption Committee (ACC), the official received 100,000 to 190,000 drams for each case from the director of a company engaged in design activities.

Using documents previously provided by the company director, the official drafted and submitted for approval construction projects for residential houses, as a result of which several residents of Ararat Province received construction permits in exchange for a bribe.

Consequently, house arrest was applied as a measure of restraint against the official. The director of the company who assisted him was charged under Part 1 of Article 46-435 of the Criminal Code. During the preliminary investigation, charges for giving a bribe and mediation were brought against 14 more individuals.

The case materials, along with the indictment, were submitted to the supervising prosecutor with a motion for approval and referral to court.

This case highlights the necessity of strengthening control over officials, emphasizing that the transparency of processes remains a crucial challenge.
