Former Abovyan Mayor Forced to Return Illegally Alienated Land Plot to Community
Former Mayor of Abovyan, Karapet Guloyan, must return the land plot located at 1/3/3 Sevani Street to the Abovyan community. This was reported by the Prosecutor General’s Office of the Republic of Armenia. After the verdict enters into force, the land plot, which has a market value of 1 million 452 thousand Drams, will be returned to the community.
The Ministry notes that between 2008 and 2015, Guloyan, disregarding the Land Code, alienated a number of land plots to physical and legal persons through auctions and direct sales. Among these lands is the plot at the mentioned address, which was illegally alienated by a decision on September 20, 2011.
Within the framework of protecting state interests, the Prosecutor General’s Office appealed to the Anti-Corruption Court on July 2, 2025, demanding that the auction be declared invalid and the consequences thereof be applied. On November 14, the court declared the auction invalid, and based on this invalidity, the sales contract for the land plot concluded between the Abovyan community and the physical person, as well as the state registration of ownership, were also deemed invalid.
Karapet Guloyan is charged with illegal alienation of land plots (65 episodes), official forgery (49 episodes), money laundering (2 episodes), and abuse of official authority. Public criminal prosecution has been initiated against him under 5 articles.
It should be recalled that Guloyan served as the Mayor of Abovyan from 2008 to 2015 and as the Governor of Kotayk Province from 2015 to 2018. He is also the son-in-law of Gagik Tsarukyan.
