Armenia is Forming a New Cybersecurity Body that will not Handle the Protection of Media and Citizens

A new commission will be established in Armenia to deal with the cyber protection of critical infrastructure systems: energy, water supply, and telecommunications. This was announced today by Minister of High-Tech Industry Mkhitar Hayrapetyan during a press briefing at the National Assembly (NA).

During the session of the NA Standing Committee on State and Legal Affairs, the draft law “On Cybersecurity” was discussed in its second reading, which provides for the creation of a commission for the regulation of information systems as an autonomous oversight body.

However, the Minister noted that the commission will not address the issues of citizens who have fallen victim to cybercrimes. According to him, such cases are handled by the National Security Service (NSS) and the relevant subdivisions of the Ministry of Internal Affairs (MIA).

The Minister emphasized that the focus of the new commission will be exclusively on infrastructure of vital importance to the state. He also clarified that media outlets are not included in the list of critical infrastructure, therefore the commission will not deal with attacks carried out against the media.

It should be recalled that during the cybersecurity hackathon in July 2025, Hayrapetyan announced that a law on cybersecurity is planned to be adopted soon, which will set new requirements for state institutions and system-forming branches of the economy.
