MIA Proposes a New Solution to Combat Crime
The Ministry of Internal Affairs (MIA) has submitted a draft law for public discussion which proposes the creation of an emergency travel document for foreigners under investigation (wanted).
The project aims to resolve an existing legal gap that hinders the application of criminal liability or the execution of a court sentence. Based on current regulations, the Border Troops of the National Security Service do not allow a person to enter Armenia if they do not possess a valid identity document.
The substantiation of the draft notes that this situation arises when a wanted person is detected in the territory of a foreign state, but it is impossible to permit their entry into or extradition (exit) from the Republic of Armenia (RA) due to the lack of an identity document. Consequently, the person evades criminal liability, and the commenced proceedings cannot be carried out.
