998 Cases: Fines, Administrative Liability. The EIIM Publishes Data
The Environmental and Mining Inspection Body (EMIB) recorded 998 cases in 2025 during the monitoring of burnings in the field of atmospheric air protection. The cases pertain to the burning of waste, leaves, stubble, plant cover residues, and landfills.
The majority of cases, 793, were registered based on alarms received through the Hot Line, of which 582 came from the MIA (Ministry of Internal Affairs) Rescue Service, and 211 from citizens. 74 cases were recorded on the Inspection Body’s initiative, and 131 from other bodies, including regional administrations (Marzpetarans) and communities.
The recorded cases were registered across the provinces as follows: Yerevan (23), Aragatsotn (36), Ararat (213), Armavir (58), Gegharkunik (62), Lori (38), Shirak (74), Syunik (9), Vayots Dzor (14), Kotayk (432), and Tavush (39) cases.
During 2025, administrative liability measures were applied against 74 citizens, and the total amount of fines imposed reached 1,750,000 drams (AMD). Three criminal cases were initiated, and 39 motions were sent to the regional administrations for the purpose of implementing fire prevention control in landfills and applying liability measures.
The EMIB informs that during the year, awareness meetings were held in all enlarged communities, attended by governors, community leaders, council members (Avaganis), and residents. The topics of the meetings included the prevention of fires and fire-hazardous situations, the requirements of the RA Law “On Protection of Atmospheric Air,” and the procedure for administrative fines.
The regional administrations and community leaders were reminded that the burning of stubble, plant residues, pastures, and hayfields, including in forest-adjacent and specially protected areas, entails administrative liability. The amount of the fine is set between $50,000$ and $300,000$ AMD, depending on the degree of the violation.
