The Minsk Group has been dissolved

The Organization for Security and Co-operation in Europe (OSCE) has announced the official closure of the Minsk process and all related structures.

The process concluded on November 30, 2025, at midnight, when the unanimously adopted decision of the OSCE Ministerial Council of September 1 came into force. This decision was based on a joint appeal addressed to the Finnish Chairmanship by Armenia and Azerbaijan.

According to the OSCE announcement, the completion of all administrative and organizational actions definitively marked the end of the process’s closure. This means that the Minsk process, which lasted for more than three decades and was established for the peaceful settlement of the Nagorno-Karabakh conflict, will no longer function.

The closure of the Minsk process was carried out by the consolidated decision of the 57 participating States. The basis for this is the joint declaration signed in Washington on August 8, 2025, by the Prime Minister of Armenia, Nikol Pashinyan, and the President of Azerbaijan, Ilham Aliyev, in the presence of U.S. President Donald Trump.
