When will Armenia’s civil aviation be removed from the EU “Blacklist”? What is known

Armen Simonyan, Deputy Minister of Territorial Administration and Infrastructure of the Republic of Armenia, announced in the National Assembly that information on whether Armenia’s aviation sector will be removed from the EU blacklist will be published on December 8-9.  

The deputy noted that days ago, the EU had informed that the inclusion of the Armenian aviation sector on the blacklist was not a political decision, but exclusively technical.  

Deputy Minister Armen Simonyan emphasized that in recent months, a number of programs have been implemented by the Civil Aviation Committee of the Republic of Armenia and European partners, including changes made following the 2024 ICAO audit.  

He added that a large-scale reform program will be launched at the Civil Aviation Committee of the Republic of Armenia starting from January 1, 2026.  

Since June 2020, Armenia’s aviation has been on the European Union’s “blacklist.” All Armenian air carriers were banned from entering EU airspace. Armenia has been working for several years to lift this restriction in order to comply with international standards. The issue was expected to be resolved within 2.5 years. However, Armenia has been on the “blacklist” for 5 years now.
