Are there gaps in the law on mandatory health Insurance?
The Ministry of Health has issued a denial regarding the article published by CivilNet titled “Mandatory Health Insurance Enters into Force with Serious Problems.”
In contrast to claims that the healthcare system is unable to serve a large number of patients at once, the Ministry clarifies that the “ArMed” system has been operational since 2017 and is ready to support the mandatory health insurance system. Citizens can see that they have already been notified within the framework of the integrated electronic system, and the introduction of modern tools and Artificial Intelligence (AI) is also a necessity.
Regarding the claim that the primary link for system management, accounting, supervision, and digital security does not exist at a time when funds have already started being collected from citizens—given that the tender for the operator was only announced on December 12, 2025, while the system launched on January 1, 2026—the Ministry states that all necessary legal foundations for the introduction of universal insurance are ready, and the system operator has properly conducted the entire testing process.
