24 Billion AMD in Revenue from Construction Permit Fees for Yerevan’s Budget

During the December 24 session of the Yerevan City Council, Mayor Tigran Avinyan addressed the topic of construction permits.

The mayor noted that the increase in construction permit fees has generated approximately 24 billion AMD for Yerevan’s budget this year alone.

He added that these fees serve as the strongest deterrent against uncontrolled construction.

At the November 19 session of the City Council, Mayor Avinyan also announced that Yerevan Municipality had collected an additional 18 billion AMD from the construction sector this year.

In recent years, the number of construction permits issued has increased significantly: 2018: 1,788 design permits (architectural-planning tasks), 1,480 construction permits, 532 completion certificates. 2019: 1,853 design permits, 2,612 construction permits, 497 completion certificates. 2020: 1,600 design permits, 2,964 construction permits, 374 completion certificates. 2021: 1,863 design permits, 3,044 construction permits, 529 completion certificates. 2022: 2,173 design permits, 4,014 construction permits, 591 completion certificates. 2023: 2,023 design permits, 4,448 construction permits, 599 completion certificates.

As the data indicates, the total number of construction permits issued from 2019 to 2023 (17,082) is 2.5 times higher than the total from 2014 to 2018 (6,913).

In the third quarter of 2024, 76 design permits, 933 construction permits, and 356 completion certificates (operational permits) were issued. The low numbers were attributed to the absence of a city master plan. However, in October 2024 alone, 152 design permits, 380 construction permits, and 145 completion certificates were issued.
