Guilty verdict against Hrayr Tovmasyan enters into legal force

The guilty verdict issued against former Minister of Justice Hrayr Tovmasyan has entered into legal force as of February 12, 2026.

As a reminder, on September 20, 2024, the Court of General Jurisdiction of First Instance of Yerevan found him guilty of abuse of official powers.

At the same time, the court exempted him from criminal liability on the grounds of the expiration of the statute of limitations.

Appeals were filed against the verdict; the Prosecutor’s Office contested the parts concerning the reclassification of the acts and the application of the statute of limitations, while the defense demanded Tovmasyan’s acquittal. However, on September 30, 2025, the Anti-Corruption Court of Appeal decided to dismiss the appeals and uphold the verdict of the court of first instance.

Subsequently, cassation appeals were submitted by the Prosecutor General of the Republic of Armenia, as well as by the accused and his defense counsel.

However, on February 12, 2026, the Anti-Corruption Chamber of the Court of Cassation rejected the admission of the appeals for proceedings, which means that the verdict entered into legal force on that same day.
