
It is planned to impose strict fines in case of violations recorded in construction
The government has published a draft on the unified e-draft platform for legal acts, addressing comprehensive analyses of issues present at construction sites. Accordingly, it is planned to introduce amendments to the “Code of Administrative Offenses of the Republic of Armenia.” As a result, the amount of fines in several cases is expected to increase.
Specific provisions have been outlined regarding the requirements for maintaining atmospheric air during construction. According to the proposed amendments, fines may be imposed for exceeding unacceptable levels of dust emissions during construction, discharging wastewater from construction sites, failing to store construction waste on-site, not covering trucks with impermeable sheeting, and neglecting to wash vehicle tires.
Separate fines are also set for failing to complete construction within the stipulated deadlines, violating approved plans and documents during construction, compromising the safety of people and pedestrians on streets, and causing other negative environmental impacts.
It is also stipulated that municipal leaders and project developers will be fined if construction permits that do not meet the requirements for people with disabilities are issued or implemented.
The justification for the draft notes that the current legislation is incomplete in several definitions. For instance, the absence of terms such as “restoration,” “expansion,” and similar terms leads to legal disputes. The adoption of this draft will help prevent such issues.
