Armenia to Introduce a Standard for the Use of Force

For the first time, Armenia is introducing a standard for the use of force. This announcement was made by Minister of Internal Affairs Arpine Sargsyan during a press conference.

The minister emphasized that this initiative was made possible by the adoption of the law on the Police Guard. The law aims to ensure public order and safety. It will also introduce new methodologies to guarantee the right to freedom of assembly.

Sargsyan noted that the implementation process involves complex and extensive efforts. However, the ministry is committed to introducing the standard and ensuring its uniform application in practice. This is a pilot program that will encompass all regions of the country. The goal of the program is to ensure that all system personnel are fully prepared by the time the standard is implemented.

Presenting the main provisions, Armen Mkrtchyan, Head of the Department of Strategic Planning, Policy Development, and Monitoring at the Ministry of Internal Affairs, stated that, unlike the current Police Troops, the Guard will no longer be classified under the legislative definition of “other troops,” this change eliminates the dual status that combined external and internal security functions.
