MTPL to become mandatory for mopeds: what changes to expect?
It is proposed to make Mandatory Third-Party Liability (MTPL) insurance compulsory for mopeds, tricycles, and quadricycles in Armenia. The draft project was approved during an RA Government session and will soon be submitted to the National Assembly for discussion.
The law adopted in 2010 stipulated that MTPL insurance was mandatory only for vehicles subject to state registration. However, the aforementioned vehicles were not included in that list.
The rationale for the draft states that the number of such vehicles has increased significantly in recent years, particularly within food delivery services, yet their insurance coverage is not widespread.
Earlier, the police had reported that an “AM” subcategory driver’s license is required to operate a moped. Quadricycles are also equated to mopeds in this context.
Meanwhile, in response to an inquiry by Amnews, the Ministry of Internal Affairs (MIA) revealed that according to 2023 data, 7,862 MTPL contracts were signed for vehicles with electric motors, 308 of which were for mopeds. During that period, insurance compensation was provided in 127 cases, 95 of which involved mopeds. For tricycles, 111 MTPL contracts were signed between 2022 and 2025 with one accident recorded, while for quadricycles, 2 contracts were signed with 3 accidents recorded.
The draft also clarifies that vehicles that do not meet the technical criteria established by the government—regarding engine capacity, maximum speed, or power—are not subject to mandatory insurance.
