“Paskevich Hill” to be alienated for the construction of a multifunctional center

The Yerevan Municipality will alienate “Paskevich Hill” and adjacent territories located in the Noragyugh district of the Kentron administrative district, declaring them as areas of overriding public interest. The corresponding decision was adopted during the session of the Government of the Republic of Armenia on January 29.

The justification for the decision states that the scarcity of territorial reserves in the central part of Yerevan necessitates the formation of new development zones. According to the justification, the Noragyugh district project should contribute to the functional decentralization of the center, the relief of transport flows, and the enhancement of the urban area’s vitality.

The Government’s decision is based on a resolution adopted by the Yerevan City Council in September 2024. According to it, under the Yerevan General Plan, a multifunctional international center comprising 155 buildings for 65,000 residents is planned to be constructed on approximately 81 hectares in the southwestern part of the center, along the edge of the Hrazdan Gorge and Admiral Isakov Avenue. The project includes residential, business, diplomatic, and cultural buildings, as well as a city-wide recreation zone.

Plans include the creation of a new road network, underground parking lots, and green spaces, as well as a fundamental renovation of the engineering and technical infrastructure.

The proposal for the implementation of the urban development project was submitted by “DT CONSTRUCTION” and “DT DEVELOPMENT” Closed Joint-Stock Companies. Yerevan Mayor Tigran Avinyan will sign the contract on behalf of the state.

It is noted that “Paskevich Hill” was previously intended for the construction of a Russian-Armenian memorial complex; however, currently, most of the area is used for agricultural purposes, while the remaining section contains individual residential houses.
