Illegally constructed buildings in Lake Sevan coastal areas will also be dismantled in 2026
Dismantling works of illegal buildings continue in the coastal areas of Lake Sevan on land plots below the absolute elevation. Within the framework of these operations, 65 buildings and structures have already been demolished.
On February 24, 2026, the cottage built by the brother of the former Minister of Education and Science Armen Ashotyan was dismantled, as was the illegally constructed cottage of Karen Grigoryan, the son of the former Governor of Gegharkunik Rafik Grigoryan. These were built on land plots below the absolute elevation, for which the developers held no lease rights.
On February 2, the fence, concrete retaining walls, ramp, and other structures built in the section below the absolute elevation of former Police Chief Vladimir Gasparyan’s Sevan mansion were also dismantled. The Prosecutor’s Office has filed a lawsuit against him for the confiscation of assets of illicit origin.
The Government and the Prosecutor’s Office note that the dismantled structures cannot be used for socially vulnerable families, as no legal property rights can be registered for them, and they are at risk of being submerged under water.
It should be noted that the works commenced on December 11, 2025. Sections of Lake Sevan below 1905 meters belong to the flooding and coastal protection zone; therefore, the existence of illegal buildings poses a threat to the lake’s ecosystem, as well as water purity and quality.
