Printing of ID cards has already commenced: Meeting held at the Ministry

Minister of Internal Affairs Arpine Sargsyan received a delegation from the IN Groupe & Corporación América consortium, led by Dunya El Hasnaoui, Chairperson of the Board of Directors of “HayPass.”

A comprehensive roadmap for the introduction of the biometric system was presented, which includes institutional reforms in sequential stages. The Minister emphasized the timely and successful implementation of the projects as a solid foundation for future interaction.

The project launch timeline was discussed: the initial phase envisages the launch of a data center compliant with international eIDAS standards, software for managing identification document applications, and a pre-registration platform for citizens. Innovative solutions will be integrated into the offices serving the project launch, which will be located throughout the Republic, including densely populated shopping centers in Yerevan. It is planned to increase the number of offices to 23 in the months following the project launch.

Speaking about the project’s implementation, the Minister emphasized the importance of strict adherence to quality standards, noting that service deadlines will not hinder the insurance of high quality. The printing of ID cards has already begun, while the mass printing of passports is slated for the near future.

The parties discussed the use of biometric passports in various scenarios and their interoperability with the latest border management systems. The introduction of a system meeting European standards will also be an important step in the visa liberalization process.

As a reminder, in April 2025, the Ministry of Internal Affairs and “HayPass” CJSC signed a contract for the development and implementation of a modern national identification and biometric management infrastructure.
