The draft state budget for 2025 has been approved

With 66 votes in favor, 30 against, and 0 abstentions, the National Assembly approved the 2025 state budget draft.

In 2025, the government plans to spend 3.482 trillion drams. Over the coming year, the state budget will gain 2.873 trillion drams from taxes, duties, and other revenues. The deficit is expected to amount to 609 billion drams.

In 2025, capital expenditures in the state budget will amount to 733 billion drams. Compared to the 2024 state budget, capital expenditures in this year’s budget will increase by 5.4%. Of the capital expenditures, 55.8% will be allocated to the defense sector. Defense spending will total 664.7 billion drams, exceeding 2024 expenditures by 20%. Social protection expenditures will amount to 905 billion drams. 300 billion drams will be allocated to the education sector.

The National Assembly also approved an amendment to the “State Duty Law.” It is proposed to replace the state duty of 1,000 drams for granting citizenship with a fee of 50,000 drams, and the state duty for its termination, previously set at 25,000 drams, with 150,000 drams. A duty exemption component will apply for refugees, which will relate to those forcibly displaced from Artsakh.
