In Armenia, the Prime Minister and regional governors will have the right to appoint acting heads of local communities. On December 5, the National Assembly passed a package of draft amendments to the Electoral Code.
The legislative initiative was co-authored by Vladimir Vardanyan, a member of the “Civil Contract” party. This proposal was developed in response to the situation in Gyumri.
Vardanyan explained that in the event of the premature termination of the powers of a city council, if both the mayor’s position and the deputy mayor’s position are vacant, the Prime Minister will be able to appoint an acting mayor, the regional governors will also have the authority to appoint acting heads of rural communities until new elections are held.
The draft law was passed with 61 votes in favor and 21 against.
