Deputy Director of a medical center assisted in draft evasion in exchange for bribes

The deputy director of a medical center assisted a number of conscripts in evading compulsory military service or mobilization call-ups in exchange for bribes. The preliminary investigation of this case has been completed, and materials concerning a total of nine individuals have been sent to court.

The preliminary investigation established that in 2023, the deputy director of the medical center received an amount equivalent to 3,500 USD from a conscript’s parent to include false health data in medical documents and facilitate evasion of military service in the absence of legal grounds.

The investigation also confirmed that in 2024, the individual continued this practice by organizing medical examinations for conscripts—both based on referrals from military commissariats and on their own initiative—and by preparing false medical conclusions. In exchange for these actions, the deputy director received various amounts of bribes from the parents of different conscripts.

Furthermore, in 2025, the same individual, with the assistance of an employee from another medical center, attempted to create conditions for another conscript to evade military service through document forgery. However, the criminal act was not completed as it was uncovered before the announcement of the next draft.

The deputy director has been charged under several articles related to taking bribes, assisting in the evasion of military service, and attempted crime. Initially, detention was applied as a preventive measure, which was later replaced by alternative measures.

Charges have also been brought against eight other individuals who provided bribes or assisted in the criminal actions. The materials of the criminal proceedings, along with the indictment, have been sent to the RA Anti-Corruption Court for judicial examination.
