The government will cover 75 percent of the costs of installing anti-hail nets.

At yesterday’s government session, a decision was made to install anti-hail nets in Armenian villages frequently affected by hail.

Minister of Economy Gevorg Papoyan stated that the cost of an anti-hail net per hectare is 12.1 million AMD. The government will compensate 75 percent of this, around 9 million AMD.

The minister added that installing anti-hail nets could provide families with a stable income for decades.

The program’s implementation procedure is as follows: beneficiaries initiate the compensation process before signing a contract with a contractor. To begin the work on installing anti-hail nets in perennial plantations, they apply to the ministry, specifying the location and size of the land plot and attaching relevant documents.

Within 15 days of application acceptance, a site inspection is conducted, and a report is prepared. Upon a positive conclusion, a contract is signed with the beneficiary, granting a two-year term for completion. It is mandatory for the installation to be carried out through a contractor. The landowner signs a contract with the contractor, contributes their portion (3 million AMD), and the government pays after the work is completed.

Once the anti-hail net is installed, the contracted beneficiary applies to the ministry, submitting a copy of the contract with the contractor and the work completion report. This must include precise information on actual expenses incurred by the contractor, amounts paid by the beneficiary, and funds to be paid by the ministry, along with the beneficiary’s 25 percent payment receipt and other program-specified documents.

Following document submission, monitoring is conducted. If results are positive, a contract is signed between the ministry and the contractor, and the funds are reimbursed to the contractor’s account.

The project stipulates that for five years, the orchard and anti-hail net cannot be sold. The operation must be ensured for five years post-investment.
