
55.8% of Capital Expenditures in Armenia’s 2025 State Budget to Be Allocated to Defense
In 2025, capital expenditures in the state budget will amount to 733 billion AMD. This was announced by Minister of Finance Vahe Hovhannisyan during the preliminary discussion of next year’s state budget.
Compared to the 2024 budget, capital expenditures will exceed this year’s budget by 5.4%, making up 6.6% of GDP, equal to the GDP share in 2024. The minister noted that 55.8% of capital expenditures would be allocated to the defense sector.
Defense expenditures will reach 664.7 billion AMD, a 20% increase from the 2024 budget, amounting to 6% of GDP.
Social protection expenditures will total 905 billion AMD, exceeding the 2024 state budget’s allocation for social protection by 13.9%. This will represent 8.2% of GDP.
The education sector will receive 300 billion AMD in the state budget, a 4.5% increase over the previous year’s expenditures. This will account for 2.7% of GDP, the same figure as last year.
The Ministry of Environment will be allocated 13.5 billion AMD, a 37.6% increase over the previous year’s budget. The minister noted that this increase is connected to the establishment of an eco-patrol service.
High-tech industry expenditures in 2025 will reach 47.5 billion AMD, an 89% increase over the previous year.
