temporary restriction will be imposed on the import of cement

Temporary restrictions on the import of cement will be applied in Armenia. This issue was included in the government’s agenda for November 28, under the items not subject to a report. The proposal aims to give local cement manufacturers an opportunity, as large quantities of cement are imported from other countries into Armenia. The main reason for this is that the prices of cement imported from Iran are lower. Armenia primarily imports cement from Iran, Russia, and Georgia. Alongside the increase in import volumes, less cement is being produced domestically.

If taxes on local producers (such as profit tax or income tax on wages) are reduced, it could negatively impact the state budget.

According to the relevant law, the sale of cement without conformity assessment is prohibited in Armenia.

The procedures for import licensing will also change. The main licenses will be issued by the Ministry of Economy. These will define the quantity of cement that a purchasing company or individual is allowed to buy as specified in the license. The main license will be granted for 100 tons.

The decision will come into effect on January 20, 2025, and will remain in force until July 20, 2025.
