Buildings Adjacent to Vladimir Gasparyan’s Sevan Mansion Demolished
Illegal structures built adjacent to the Sevan lakeside mansion of the former Chief of the RA Police, Vladimir Gasparyan, have been demolished. This information was reported by the Prosecutor General’s Office of the Republic of Armenia.
As early as December 30, 2025, the Prosecutor’s Office announced that the dismantling of illegally constructed buildings and structures had commenced in the coastal areas of Lake Sevan—on land plots located below the absolute elevation mark—and that these activities would continue into 2026.
On February 2, the fence, concrete retaining walls, ramp, and other structures of Vladimir Gasparyan’s illegally built Sevan mansion, located below the absolute elevation mark, were dismantled. The Prosecutor’s Office has also filed a lawsuit in court for the forfeiture of assets of illicit origin, demanding the confiscation of the mentioned mansion from Vladimir Gasparyan and affiliated persons.
As a result of the implementation of the Prosecutor General’s Office petitions, approximately 40 permanent and non-permanent buildings and structures illegally built by various individuals on 14 coastal land plots below the absolute elevation mark of Lake Sevan have been dismantled since December 2025. Additionally, two contracts were terminated by the “Sevan National Park” SNCO (State Non-Commercial Organization).
According to the Prosecutor’s Office, during 2025, eight more petitions were addressed to the Ministry of Environment and the “Sevan National Park” SNCO by the Department for the Protection of State Interests of the Prosecutor General’s Office and the Prosecutor’s Office of the Gegharkunik Province. These petitions concern a number of illegal constructions carried out in the coastal area of Lake Sevan. Among them are the mansion built by Vladimir Gasparyan, the administrative complex and cottages of the “Harsnakar” hotel, as well as the Sevan mansions built by the former President of the Football Federation of Armenia, Ruben Hayrapetyan, former Minister of Defense Seyran Ohanyan, and the Chairman of the Board of Directors of “Kapavor” LLC, Arman Hakobjanyan.
According to some reports, the illegal structures also include the summer house of Gagik Tsarukyan, leader of the “Prosperous Armenia” party, located at the beginning of Sevan, adjacent to the famous “Lavanda City” resort area.
