Prosecutor’s Office Sends Motion to Address Issues with Land Use Contract Related to “Harsnaqar”
The Prosecutor General’s Office has examined the land use contract concluded between “Sevan National Park” and “Noralusin” company and has uncovered serious legal and financial violations.
The Prosecutor General’s Office has sent a motion to the head of “Sevan National Park” to terminate the lease agreement for a 2.8-hectare plot of land, concluded in 2002. It was found that the land plot was provided without a tender, and the contract contained no data regarding this.
The study also revealed that the SNCO (State Non-Commercial Organization) failed for years to calculate and receive rent corresponding to the actual cadastral value of the land. According to cadastral data, the value of the land changed back in 2021, amounting to approximately 452 million Drams, while the rent stipulated by the contract should have constituted 1.61 percent of that value. Consequently, the state did not receive approximately 34.6 million Drams in rent from January 2021 to September 2025.
In addition, after the expiration of the lease term, the SNCO took no steps to terminate the contract, transfer the buildings located on the plot to a state structure, or vacate the area. The Prosecutor’s Office deemed these omissions as official violations and submitted a report regarding them to the Anti-Corruption Committee, where criminal proceedings have already been initiated.
Concurrently, the Prosecutor’s Office sent another motion to “Sevan National Park,” demanding the termination of the contracts regarding the real estate located in Drakhtik that is associated with the family of former Police Chief Vladimir Gasparyan.
