Armenia to Take $250 Million Loan from Asian Development Bank for Housing Provision for Displaced Persons from Artsakh
The government has approved the draft project to take a $250 million loan from the Asian Development Bank (ADB). The loan funds will be provided within the framework of the “Transformative Housing Reforms for Improvement and Empowerment” (THRIVE) program.
For the co-financing of the program, the Global Concessional Financing Facility (GCFF) will provide an additional $16.4 million in grants. The project is planned to ensure long-term housing solutions for approximately 109,000 citizens forcibly displaced from Artsakh.
According to data released by the government, within the framework of the state support program for housing provision for those displaced from Artsakh, 3,344 families have currently received certificates, 1,263 of whom have already utilized them. For comparison, as of October 30, the number of recipients was 3,240, and the number of those who had utilized the certificates was 1,210.
After 2023, 100,632 citizens of Artsakh relocated to Armenia. The state housing provision program was launched in 2024, and this October, the government had already approved the initiative to take a $250 million loan from the ADB.
