
Strategic Employment Program for 2025-2031 Approved
At its December 27 meeting, the government approved the Strategic Employment Program for 2025-2031.
Key Objectives of the Program:
- Employment Growth in Regional Cities
Goal: Increase employment in regional cities by creating high-productivity jobs outside agriculture.
Measures: Development of infrastructure, attracting investments, and supporting small and medium-sized businesses.
Expected Outcome: Increase the employment rate in regional cities to 60.7% by 2031 (compared to 51.2% in 2022).
- Increasing Youth Employment
Goal: Boost employment among 18-29-year-olds by enhancing skills and competitiveness in the labor market.
Measures: Educational programs, internships, and support for entrepreneurship.
Expected Outcome: Reduce the share of unemployed and non-studying youth to 19.6% by 2031 (compared to 35% in 2022).
- Increasing Women’s Employment
Goal: Raise the employment rate among women, especially those aged 30-39, by maximizing their long-term potential in the labor market.
Measures: Professional training programs, support for women’s entrepreneurship, and flexible employment options.
Expected Outcome: Increase the share of working women to 50.9% by 2031 (compared to 41.5% in 2022).
- Integration of Social Assistance Beneficiaries
Goal: Integrate social assistance recipients into the labor market, improving the efficiency of the social support system.
Measures: Reintegration programs, vocational training, and job search support.
Expected Outcome: Reduce the underutilized labor force to 166,550 people by 2031, accounting for 7% of the workforce (compared to 15% in 2022).
- Reforms in Public Policy on Employment
Goal: Transform the public policy system on employment to develop human capital and create high-efficiency jobs.
Measures: Develop and implement new employment support programs, improve the vocational education system, and promote the creation of new jobs.
Expected Outcome: Exceed an overall employment rate of 60%, reaching 1.409 million employed people by 2031. Reduce the poverty rate to 19%.
