Armenia and the UAE will mutually recognize each other’s driving licenses
On December 16, the National Assembly unanimously adopted the Memorandum of Understanding (MoU) on the exchange of driving licenses between Armenia and the United Arab Emirates (UAE). Citizens of both countries can now legally drive in both countries without additional examinations. However, this bill does not apply to citizens arriving for the purpose of residence.
According to Deputy Minister of Internal Affairs Armen Ghukasyan, the agreement was signed on September 30, 2025, in Abu Dhabi. The purpose of the Memorandum is to regulate the legal relations of mutual recognition of driving licenses for the citizens of the two countries.
According to the rapporteur, each party to the Memorandum recognizes the valid driving license issued by the other party to citizens arriving for non-residence purposes, provided that the holder of the driving license meets the minimum age requirements set by the other party for the different categories of driving licenses as specified in the table presented in Article 2 of the Memorandum.
In the case of citizens arriving for the purpose of residence, each party to the Memorandum exempts the person applying for the exchange of a driving license issued by the other party from the related theoretical and practical examinations.
The Memorandum will simplify the opportunities for RA citizens to drive in the UAE and expand the framework of bilateral cooperation. It should also be noted that, according to the law adopted in February 2024, RA citizens can stay in the UAE for up to 90 days within a 180-day period.
