Amendments made to the labor code

President Vahagn Khachaturyan has signed the package of laws on making amendments and additions to the Labor Code of the Republic of Armenia, as well as providing for an amendment to the corresponding law.

The amendments provide for the postponement of the deadline for the entry into force of the mandatory requirement to conclude, amend, and terminate labor contracts exclusively through a digital system. While it was originally scheduled for January 1, 2026, the requirement will now take effect from July 1, 2027.

Until July 1, 2027, the use of the digital system will be voluntary. At the same time, it has been clarified that labor contracts, agreements, and issued orders concluded digitally will have full legal force. A transitional regulation has also been established, according to which the amendments regarding the extension of the deadline will also apply to labor relations arising after January 1, 2026.

Additionally, the deadline for entering existing labor contracts into the digital system, which was set for December 31, 2026, has been extended until June 30, 2028.

The legislative changes stipulate that the commencement, modification, and termination of labor relations with persons located outside the Republic of Armenia will not be carried out through the digital system if the work is performed outside the RA.

Separate regulations have also been established for foreigners, refugees, and asylum seekers located in the RA. In their case, even after July 1, 2027, labor contracts will be concluded in paper form, provided that within three months after receiving a document confirming legal residence in the RA, the contracts are entered into the digital system in the prescribed manner.
