Procedure for provision of social packages revised for 2026

In 2026, the financing of social packages will be carried out under a revised procedure. The Government of the Republic of Armenia has today amended the relevant decision, establishing a new approach for the allocation of funds provided by the state budget. The amendment to the decision is intended to ensure financing for the healthcare and recreation needs of public sector employees.

According to the draft, the program will cover more than 133,000 beneficiaries, and the total budget will amount to 9.6 billion AMD. The funds will be provided to employees of public authorities and territorial administration bodies.

Unlike previous years, the calculations are based not on the preliminary applications submitted by departments, which totaled around 11 billion AMD, but on the actual expenditures of the previous year. The Government notes that this approach aims to save budgetary funds and eliminate the practice of providing financing for vacant positions.

The amendments do not include social package funds for employees of the Metro and schools operating under the jurisdiction of the Yerevan Municipality.

The Government assures that in the event of filling vacant positions or structural changes during the year, no funding shortages will arise, and the Ministry of Labor and Social Affairs will carry out the necessary redistributions.

It should be noted that the social package is provided to several groups working in the state and municipal systems. It is received by teachers and administrative staff of general education schools, employees of state and municipal institutions, civil servants, as well as employees of state non-commercial organizations (SNCOs) and the social, cultural, and healthcare sectors included in the list defined by the Government.
