
Arsen Torosyan Nominated for the Vacant Position of Chair of the National Assembly Standing Committee on Health Care Issues
The “Civil Contract” faction of the National Assembly has nominated MP Arsen Torosyan for the vacant position of Chair of the NA Standing Committee on Health Care Issues. The latter previously served as the Minister of Health in 2018. In his speech, Torosyan emphasized the importance of ongoing reforms in the healthcare system and the introduction of new approaches.
Arsen Torosyan noted that currently, in several outpatient clinics, the positions of director and doctor are combined, a practice that was initially driven by a shortage of staff and financial resources. However, according to Torosyan, this approach is not effective in the long term.
By pursuing this path now, we are trying to solve the problem through separation. If our colleagues see themselves in medical practice, they should not aspire to the position of director. If they do aspire, it is their right—I am not saying they are not entitled to it—but if they pursue such aspirations, it should also be their responsibility to fill the vacancy they leave behind. If they can manage this, then by all means, it is a welcome approach. If they cannot, it would reflect a lack of responsibility on their part.
The project was first implemented in 2019-2020 in the Vayots Dzor region. There 4 clusters of legally distinct outpatient clinics were established.
