The Armenian Parliament Ratified the Regulation for Armenian-Azerbaijani Border Delimitation Commissions: What Is It?

On October 23, the Armenian National Assembly ratified the regulation governing the border delimitation process between Armenia and Azerbaijan.

The regulation was approved with 67 votes in favor, 0 against, and 0 abstentions. Only the “Civil Contract” party participated in the voting, while the opposition alliances “Armenia” and “I Have Honor” did not attend the session.

What is the border delimitation regulation, and what functions will the commissions perform? The regulation defines the operational framework of the commissions. It allows the involvement of experts and specialists when necessary, the use of relevant maps, normative legal documents, and other legally grounded materials. The commissions will oversee cadastral, satellite imaging, aerial photography, and geodetic activities, ensure the security of border communities, create conditions for residents of border areas to continue their traditional economic activities, and conduct specific border demarcation work during the delimitation process. They will also develop guidelines for the creation of the border delimitation map.

The border delimitation process between the two countries began in 2021 during a trilateral meeting between Pashinyan, Putin, and Aliyev.

In April 2022, Armenian Foreign Minister Ararat Mirzoyan and Azerbaijani Foreign Minister Jeyhun Bayramov agreed on the structure of the border delimitation commission.

During the May 2023 trilateral meeting in Brussels between Pashinyan, Michel, and Aliyev, the decision was made to establish a commission for carrying out border delimitation work.

The delimitation regulation was signed by Armenia’s Deputy Prime Minister Mher Grigoryan and Azerbaijan’s Deputy Prime Minister Shahin Mustafayev on August 30.
